Maybe the refugees from Kiichpan will add a bit more to town. I think they're more likely to stay in town for longer than a few days than most of the Eagles, so they might have a chance of actually building something up.

He's got a few more forms to go through, too, if what the elves told me was true. But I don't think he'll be evolving anytime soon.
